Funding for modular buildings in Germany: KfW, QNG and state programmes
Pacarada Modular Building Systems, Kelkheim (Taunus), Germany · Last updated: October 2026
In Germany there is no separate funding for modular buildings, but no disadvantage either: funding rewards the result, not the construction method. A modular building can use the same programmes as a conventionally built one if it meets the requirements. Because the design is fixed early in modular construction, the energy standard and the verification can be prepared well.
Funding programmes change often. This article describes the situation in October 2026 and does not replace funding or tax advice. The programme documents of KfW and of the state development banks are binding.
New buildings: climate-friendly new build (KfW 297 and 298)
The most important federal programme for new residential buildings is the reduced-interest promotional loan “Klimafreundlicher Neubau” from KfW, the German state-owned development bank. It is open to private clients as well as companies, housing associations, cooperatives and other investors.
| Level | Requirement | Loan per home |
|---|---|---|
| Climate-friendly residential building | Efficiency House 40, limit for life-cycle greenhouse gas emissions, no heating with oil, gas or biomass | up to 100,000 euros |
| Climate-friendly residential building with QNG | in addition, the Sustainable Building Quality Seal (QNG-PLUS or QNG-PREMIUM) | up to 150,000 euros |
| Efficiency House 55 (temporary) | Efficiency House 55, heating with renewable energy, building permit in place | up to 100,000 euros; this level ends on 31 December 2026 at the latest |
There is also the programme “Klimafreundlicher Neubau im Niedrigpreissegment” (KfW 296) for residential buildings that are particularly economical in cost and floor area.
The Sustainable Building Quality Seal (QNG)
The QNG is a government seal of the Federal Ministry of Housing. It is awarded through a recognised rating system, for example that of the German Sustainable Building Council (DGNB), and an accredited certification body. It assesses, among other things, greenhouse gas emissions and primary energy demand over the life cycle, harmful substances in building materials, sustainable sourcing of materials and accessibility.
How modular construction supports eligibility
- Life cycle: the life-cycle assessment counts production, operation and dismantling. In the Pacarada system the components are bolted and plugged, so they can be dismantled and reused.
- Choice of materials: steel is fully recyclable and can be combined with timber and concrete in the system.
- Precision: factory production makes it easier to achieve an airtight building envelope with few thermal bridges, as an Efficiency House 40 needs.
- Documentation: with BIM, quantities and materials are known early. This helps with the life-cycle assessment and the verification.
Conversion and refurbishment: federal funding for efficient buildings (BEG)
If an existing building is refurbished to an efficiency house standard, the federal funding for efficient buildings may apply, for residential buildings as KfW loan 261 with a repayment grant depending on the standard achieved. This can also apply when offices are converted into homes. The conversion in Darmstadt into 197 homes meets the KfW 55 standard.
Housing programmes of the states
For social housing and affordable rental housing, the German states grant low-interest loans and subsidies through their development banks, in Hesse for example through WIBank. The conditions, such as rent caps and commitment periods, differ from state to state. For student and trainee residences there is the federal and state programme “Junges Wohnen”.
Schools, nurseries and hospitals
Public buildings have their own programmes. Schools and nurseries are financed through programmes of the states and municipalities, hospitals through the investment funding of the states and, since 2026, also through the transformation fund of the German hospital reform, which provides up to 50 billion euros until 2035.
How to proceed
- Clarify funding before signing contracts. As a rule, applications must be submitted before supply and service contracts are concluded.
- Involve an energy efficiency expert. For the KfW programmes an expert from the federal list confirms the design; for the QNG a certification body is added.
- Fix the energy standard and sustainability targets early, because they determine envelope, services and materials.
- Involve the modular construction partner early so that the building system is matched to the standard.
Frequently asked questions
Is there separate funding for modular construction in Germany?
No. Funding rewards the standard achieved, not the construction method. A modular building can use the same programmes as any other building, for example the KfW loan for climate-friendly new buildings.
What is the QNG?
The Sustainable Building Quality Seal (Qualitätssiegel Nachhaltiges Gebäude) is a German government seal. It is awarded through recognised rating systems such as that of the DGNB and accredited certification bodies, and it is the condition for the higher funding level in the KfW programme for climate-friendly new buildings.
When does the funding application have to be submitted?
As a rule before the project starts, that is, before supply and service contracts are concluded. Design services are usually exempt. The current programme document is what counts.
